Moved to the correct forum. Have you done a google search yet? Most of the applications are highly experimental.

Most of the research in this domain, afaik, is still "highly not really good". I mean by that it works to a certain degree but say humans do over 9000 times better.

Do you have knowledge in machine learning? IMO that's the way to go :D
Actually I never heard of non ML-based system for that particular task... but I haven't searched much.

I'm not aware of any commercial applications doing this. In fact I know there is experimental software capable of guessing among 6 emotions, but you know, for it to work the emotion has to be obvious. 99.99% of interviewed persons try to hide their negative emotions such as stress, so that, hopefully for them, they will only appear to a trained eye (which interviewers usually are, but that's another subject).
Computers versus trained eyes = epic fail from the computer.

If I were you I'd hire someone competent. It's probably gonna cost you less.

Edit: for example, someone nervous will tend to smile (it's called a nervous grin for a good reason) to relax himself unconsciously. Computers will only see a happy fellow and will be blind to the fact that he's nervous.

I'm not sure you understood what I posted, and I'm not sure what you are trying to achieve here.
Could you be more specific?

And using "PLZZ HELP" really makes you look like a troll.

It doesn't exist. You could write it, but you'll be creating it on your own.
