There is a situation. PC1 (Win xp) has 2 Ethernet cards (one is integrated). PC2 (Win7) has 1 Ethernet card. Integrated card receives the Internet, which is locked on to the MAC address, the IP is, say, xxx.xxx.xxx.xxx. If ICS (Internet connection sharing) is enabled, second card gets default IP 192.168.0.1. Then PC2's Ethernet card must have IP 192.168.0.2 and gateway 192.168.0.1. Workgroups are the same, PC's names are different.
What is the problem wit the setup? If connected via crossover cable, LAN exists (PC1 sees PC2 and vice versa), but the Internet disappears. Crossover cable out - the Internet exist on PC1.
The solution must be somewhere in Win versions, locked MAC (maybe all of them must be the same, but is this possible without conflicts?) or IP setup.

Had you set up it properly in XP on your first PC?

In worst case if they're simply not compatible, you should buy a router and it will solve problems better, as ICS is an old technology.

Nothing helps. So I guess I will buy a router.

They're not expensive thankfully, and in the end it is the most viable solution to share internet among computers.
