OP: I'd start with Photoshop Elements, it's a cheaper version of photoshop if you're wanting to get it. There are many photoshop tutorials online if you look, I'm not aware of any off hand.

Granted that Elements is relatively cheap, GIMP would be an even better place to start considering that it's free. If he uses Linux, Inkscape is great as well.

If you want to learn a graphical software application than just choose one and search tutorials (video tutorials). You can be a guru in photoshop or other a(technical speaking) but you'll never create something very bewutiful beautiful, unique. For that you need art classes.
