Hey you just asked for a shoutbox, and that's what I gave you. Fine though, if you get picky all I have to do is change my Google search.
Google search for "open source shoutbox":
freepss -Free, Easy and Open Source Shoutbox System
AJAX Chat - Open Source Web Chat

You want to add a shoutbox to your website or link an app to a shoutbox? What technology is the website using, PHP or ASP?

since you are running a VBulletin community software. You need to install something called 'MOD' mod's are nothing but addon's which you can add to your forum. On quick googling i found this mod,
http://www.vbulletin.org/forum/showthread.php?t=159654before installing a mod.
- Please backup your whole site.
- Then disable board.
- install the mod & then re-enable the board.
