what's good "installer" software ?

I have been asked to get to grips with an Installer program as we are going to distribute some stuff to our users.

What's good Installer software?

We like free , but don't mind paying for an easy-to-use and reliable one this time.

It needs to be able to:

* copy images to a location defined by user
* accept a license agreement
* pick from a list of things you want to install
* here's the critial one: launch, if needbe, another program which will install Microsoft PhotoStory and then come back and continue.

any ideas?

NSIS = free and pretty good. I haven't worked with it, but a number of commercial software packages use it.
