I want to install it and set it up properly but I have no idea as to go about setting it up and such? Would someone be so kind as to provide some kind of tutorial so that once I set it up that I can use PHP and other server-side scripts on it so that I can test this stuff out without wasting our bandwidth?

Please and thank you

I'm working on my school's robotics website. I tore everything down from last year and am now starting from scratch.

By WAMP I'll assume you are using the Microsoft Windows operating system, In that case there is a fairly nice AMP distribution here:
Link: Download WampServer 2 - Download PHP, apache, MySQL

Once set up (and started) it should be automatically set up for you, that program provides a nice interface to switch between versions four and five of PHP, as well as one-click setup inclusion of addons you require, make sure they match your server's config first!

If you require any help, I'd be glad to get into it further.

Vinyl: Thanks, but I tired XAMPP around when I first got Widows 7 and it doesn't work for Windows 7. When I download installation files, I save them to my external hard drive, so I can always reinstall the programs if need be. I only update the small program installation files, but thank you very much for the suggestion. I got WAMP working. ^_^

NullW0rm: Thank you, and I'll send you a message, because there are still some things about WAMP that I don't understand. =)

WAMP is has an easy way to setup the enviroment. I haven't encounded any problem. It is a click and next install. the result will be a instalation of apache, php and mysql with default settings. You can acces phpmyadmin from phpMyAdmin... you default mysql user is root and password is blank and so on. If you want more options or custom settings you'll must focus on apache, php or mysql tutorials.
