What development suit to use

Hi there helpful programmers.

I’m on my way of hiring a programmer to create an application but before I throw my money out there I want to know what skills he needs to be equipped with. I am pretty green on this subject so I thought to myself hey why not look for help among the professionals.

I am searching for the best development suit to use when you have all of the UI graphics custom made. I have looked a bit at adobe air but I am not sure what the benefits or disadvantages are and what alternatives there are to adobe air. In fact I’m not very sure on how the whole creation process works.

One question that popped up was do you use the same development suit for the UI as for the rest of the application or do you create them in separate suits and then connect them?

One application I really like is Jing at (Jing | Add visuals to your online conversations). It looks very appealing with all of its custom made graphics. The application is 100% responsive with no sluggishness or lag which I like a lot. Do you know if air was used in the creation of jing?

I realize that this post is a bit vague but I appreciate every bit of info you can give me on this topic.

I think you probably have your focus a little backwards. You first want someone who can make the program do what it's supposed to do. Without knowing what that is, it's impossible to recommend the language, much less the development suite. Things to consider include: target platform, functionality, etc.

A glossy look doesn't mean it's any good. For example, Jing looks pretty, but I'm not interested in it. Why? Because it doesn't run on Linux.
