Ok, so I've been told that Google Search Engine picks up more on websites that update often. But if I have an RSS Feed that updates multiple times daily does that count as a update technically?

Well the RSS Feed keeps clicking as the Blogs come in. So TECHNICALLY a small amount of content changes, but do search engines count that as a content changer?

If I was a search engine I would, I would bet bing and yahoo does, but im not sure about google

Google enjoys the RSS protocol; Unfortunately within the algorithm it treats it as a minor index page if it contains only short entries, if it were to contain an actual article (not specifically just the first paragraph of an entry) it would be more beneficial, it would be more worthful to Google aiding users to subscribe to it, rather than counting it as a magic updating index about your website (it doesn't know what generates it and doesn't care).
