3D? Ok, if you are good with 3DS MAX or any other 3D software, then this is the best way you can do it cause the images will be good and clean, yet, if you are not, it will be really hard.
I suggest borrowing a HD camera, find some good looking girl/guy (a model would probably charge you), get hold of some white background and good lights and start shooting. The key is to synchronize the movements so that the video won't appear interrupted. (That's why 3D would be better, too bad it is harder)
If you can make it in 3D, I recommend doing it like that, but it will take you time to make the hands and gestures for each word. Also, remember that you have to play the animation, not the movie in C#, you would probably have to use the XNA framework.
The project idea is very very good, I like it.
Tell me how much time you have till your finals and how good you are in 3D modelling so I can choose witch one of these methods is better.

Can you create 3D models of hands? Can you animate them?
OpenGL knowledge is good, I don't know on how to use it with C# though. Google it.

See if you can find an artist. I told you, this is the best method. If you are filming somebody doing the movements, your video will have a lot of pauses when "talking".

I agree. But it's a very good idea, and it would be very useful to people.

People who can't talk : Mute
People who can't Hear : Deaf.
that was only a Idea!! Now all i wanted to mean from that previous post was Get the flow on how the software has to be designed. If they can't hear doesn't mean they can't Read :D
