Hello,
I want to start work with sharepoint and I have some questions about it.(If anyone can help please answer)
1:Can I install SharePoint on Windows Seven (x64 Home Premium)
2:When I want to run website (Upload) do I need dedicated server?
3:How much RAM do I need to install sharepoint server and sharepoint on my laptop or PC?(I have 4GB)

You don't install SharePoint on a client machine. You install SharePoint on a SharePoint server and run from there. If you need to do SharePoint development, the development will have to take place on the SharePoint server. As for ram, you should be fine with 4GB.
