well kindof. you can write apps in javasript
Building iPhone Apps with HTML, CSS, and JavaScript
that's a ebook. but you need a mac to submit the app. if you write it in JavaScript, tho, then it could be a web based app with the same functionality.

I looked into this last summer and I was left with the impression that I needed a Mac to actually develop & publish an app. This is why I decided to develop for the Google Android OS instead... and I'm very glad I've done so as the number of users is rising exponentially at the moment :)

dam dam dam.. I got the iphone before the google andriod come out.. sometimes wish that I waited because even though the iphone is nice, google does make very nice API's and also it is not locked into OS's etc.. and the app store..
and yeah.. I noticed that I needed to have a mac as well. which is once again another problem, since I do not have a mac, also adobe have pulled out of the flash development.. umm.. I think that I may have made a wrong choice.
