What's after the Learning Programmer title and how do you get there?

What do the different levels mean?

There's a page on the wiki but the wiki is currently down for maintaining, but here's a link to a cached version from Google.

Thanks! I've been searching the forums for it and I did see links to the wiki, but as you already mentioned, it is down.
