I had an idea for a script that would scour certain webpages and respond to specific parameters. Upon finding these it would send out an email.
I have no programming knowledge so I would like to know the best programming language to accomplish this.
Better yet if there is already a script like this it would be appreciated if you could link it.

Most languages would work for this. What OS will you be running it on?

I plan on using Windows 7 but I have a server with Ubuntu that I can use to run the script.
Which language would be simplest and easiest to learn?

It depends a lot on whether you already know any languages. If you're familiar with one, I'd suggest learning how to use it to do this.
