How to convert from UTC time to time within specified time-zone?

Hi, guys.

I have a question about time handling routines in C library. I need to convert UTC time to time of specified time-zone and vice versa. Daylight savings time MUST be taken into consideration, threrefore it's needed to use data stored in /usr/share/zoneinfo (linux). How can I accomplish that using LIB C?Thanks in advance.

Is the UTC time in time_t units ? Or something else?
