Language for Messenger

Dear All,
I use to be VB6 programmer, but than came in another field.
for one of my hobby project I need to make a messenger, which will pop up messages on other users on the network.
Kindly advice which programming language will be better for me to start.

It depends on what operating systems will be on the network, what protocols you want to use, etc.

As this is messenger, it could be any.
As of now mostly they are either windows or Mac.

Unless the other computers have certain software that listens for messages turned on, you can't. Windows has some built in features that might be turned on. Mac has different ones. Is this something that you intend to install on all computers on the network?

Yes,

We can have installer, I will prefer keeping it working in background rather than active visible window/ app.

Then you can use pretty much whatever language you're comfortable with.
