Is it safe to use Visual Studio Express Edition on a netbook? Or will I need the power of a full PC to run it?

That depends on which version. I think 2005 would run fine on a netbook. You can find the minimum requirements on MSDN. Here is the requirements for 2005: Visual Studio Hardware Requirements
