Why are the return address, dynamic link, and parameters placed in the bottom of the activation record?

This doesn't pertain to a certain language. That's why I posted it under general questions. I'm reading up on subprograms. The format, or layout, of the noncode part of a subprogram is called an activation record. I'm wondering why the return address, dynamic link, and parameters placed in the bottom of the activation record?
