Why do you think Microsoft has never invested into Paint? Mac's and Linux come with a decent graphical editor out of the box, but all Windows just has "Paint" which gets harder to find.
Why obviously have the resources and money to invest into a image editor program.
Why do you think they have not yet? Agreements with Adobe? Not something they care about?

I am not trying to find one that is free, just simply trying to find out why Microsoft has not created one.
I have Photoshop CS3.

Interesting thought. Maybe they aren't interesting in controlling that software area? I've never really thought about it, but it seems like they haven't modified MS paint in a really long time.

What does Mac come with? I can't remember a decent photo editing program coming with it at all.
Also, the GIMP was not created by Linus Torvalds, Redhat, Ubuntu, or any other Linux "distribution" company. It is third-party software. So, in essence, Adobe Photoshop == gimp (with an increased price tag). So, spinning your question around on you, Redhat and Ubuntu haven't done so either. :)

Well... technically the GIMP is a GNU project, and Linux is more formally known as GNU/Linux, since almost every Linux distro absolutely relies on GNU software. So you could show pretty well that yes, the GIMP was in fact created by the OS designers. You've also got what comes with KDE, Kolour Paint.
Of course if you're argument is that all GNU software and software not made by Linus Torvalds and assoc. is 3rd party, then yeah, pretty much the entire OS was made by someone else. :P Didn't stop it all from coming with the distro prepackaged.
EDIT: Further, even if it wasn't a GNU project, you still couldn't spin this question around on him, he asked very specifically "come with a decent graphical editor out of the box", which does not insinuate that the graphical editor was made by the people who release the OS, and the GIMP absolutely does come on most Linux distro's free.
