Please explain about IIS 7 configuration in Visual studio 2008
Describe the construction program for the Virtual Directory Web Appliction right way and run it

There are a lot of places that you can find examples or tutorials on how to set up your IIS. Also, make sure that you look at all the aspects of IIS and install all of the ones that you need. You're probably just missing something.

This process is pretty much the same in both Vista and Win 7

Visual studio 2008 does not require IIS in my opinion. i always run it without ever worrying about IIS. Visual studio 2008 comes with its own web server that is used.
