Can anyone help me installing PHP :( ? I can't seem to install it so can anyone help me out please :( ?

Windows , though should I install an IDE for it? Zend Studio or PHP'ed ?

You can install one, if you like. If you are on windows I recommend you use wamp or xampp. They automate installation for you and give you MySQL+Apache.

Install PHP 5 Apache MySQL on Windows : WampServer

zend studio costs money, you may wanna try eclipse as an IDE

I recommend vertrigoserv over Xampp or WampServer

PHPED is an IDE. I was very impressed with it, but it was quite expensive if I remember.
