Windows , though should I install an IDE for it? Zend Studio or PHP'ed ?

You can install one, if you like. If you are on windows I recommend you use wamp or xampp. They automate installation for you and give you MySQL+Apache.

zend studio costs money, you may wanna try eclipse as an IDE

PHPED is an IDE. I was very impressed with it, but it was quite expensive if I remember.

Unfortunately, that shady company never sent my magazine so I can't read about it. There website does look pretty bad but the product looks nice:
