I was sitting in class and this guy was bragging to some girls claiming that he was a programmer. He said he built several sites on the web and I asked what languages he knew. He said "HTML". All I could do was lawl. He asked why I was laughing so hard and I said "You not a ******* programmer you dueschbag". He argued with me a bit about how HTML was a programming language and that he was a programmer. I think he is nothing more than a ***** dueschbag trying to brag to chicks about his HTML skills to get in their pants when he isn't a programmer at all.
Is a person that knows only HTML a programmer?

Wait, bragging about being a programmer gets you chicks? I missed out on highschool lmao
Well know technically HTML is not "programming" its more of decorating a webpage. Programming requires logic, HTML does not.

No, but I'm not sure what I would call them. Traditionally, they are web developers but a web developer knows more (Server Side Language, JavaScript, HTML, CSS, etc).

Javascript I think is programming. In order to be a programmer though I think you may need to know a bit more than one language thought, you need a broader knowledge than just one, but once you know one its not hard to learn another.
Either way, he claimed no knowledge of CSS/Javascript.

HTML: hyper-text MARKUP language. It doesn't have variables, much less get close to being turing-complete.
I wouldn't call him a douchbag, but I would be less than impressed. If he irritated me, I'd ask him how he generates the HTML: PHP, CF, ASP, ASP.NET, notepad, *cough*dreamweaver*cough*.

Notepad FTW!
I remember the days before I knew about Notepad++ or any syntax highlighting tools lol.. I even did PHP for a few years with standard Windows XP Notepad lol... obviously that can get tricky!

I would call him a "web designer"? Though even that is a stretch of the imagination if he doesn't know CSS... :p

I swear, you can get some pretty hot ****ing chicks but they are clingy and only after money (hence, the reason bragging about programming works $$$). Money whores...
