On one of my older systems I had accomplished this but now that I have installed Ubuntu and started fresh I can't seem to remember how this is done. What file do I need to modify in order to allow more selection time at boot and for Windows to be the default?

Which bootloader are you using for booting Linux? You'll have to provide some specific information about the bootloader, or we can't help you. Another alternative is to overwrite the bootloader for Linux with Windows' bootloader.
