I found that the following site was messed up:
Bollywood Blitz Forum - Everything Bollywood! - Powered by vBulletin

Possibly the miscreant(s) was running some script that made it possible to post about a thousand posts a day.

What should be done?

Size does matter for science and its laws changes accordingly.

Upgrade vBulletin.
Ban the user's IP.

Spam bots. You have to actively ban keep up with the spam and ban them. You can also enforce rules like no links until 10-20 posts, enable captcha, no signatures until 10-20 posts, etc...
