HTML is interpreted by your browser. HTML is not a programming language.

Although not exactly what you are asking for (since it's an impossible request!), you might be interested in HTAs. HTAs are still interpreted but give more flexibility (since they remove some security restraints). Their appearance is also better since they remove the navigation bar and other browser properties.
