Can anybody help me with this Visual Basic Programming question?

I am currently in a VB.Net class. I know how to make an access key using the & symbol like E&xit to make it so that when alt+x is pressed it closes the application.

My question is: Is it normal for when the application is running that the access keys are not shown until the alt key is pressed?
