Help find proper tools for manipulation of multi-core processors

Hello everyone,

I'm an inexperienced programmer with task which is, embarassing to say, beyond me. I've been delegated to search for source code or development platform/tools which can be used to manipulate the performance of multi-core processors (eg. Enabling/disabling a processor from two, controlling performance rates, etc.). Having only a minuscule amount of experience in C/C++/MFC, I'm pretty lost. I've gotten advice from some people I work with and they've told me it might be possible to explore WMI utilities to do this but exploring the documents on MSDN concerning this has put a giant question mark on my head.

It'd be a big favour if anyone here could point me in the right direction concerning what to look out for. Thanks a lot.
