The easiest way to create a discussion forum is to get one of the free forum programs and use it. If you don't want to do that, you will need to learn a web-programming language, SQL, HTML, JavaScript, and possibly AJAX techniques. I would not recommend attempting to code one from scratch if you are not familiar with all of the above. I would also not recommend it as your first big project, it will be far more massive than you would anticipate if you haven't created some hefty projects before. I would anticipate you could easily get 100,000 lines of code for a decent web forum.
