When a router is DNS resolving. Does that mean that my computer sends all DNS request to the router, who then ask a outside DNS server and then forwards the answer back to me?
And who is acctually maintaining the DNS servers?

Yes, your router would have a dns forwarding server, which makes it request everything for your computer from your internet operators server. this server is also an forwarding and caching server, which requests information from the real DNS servers.
The real DNS servers is maintained all over the world at webhosts or locally at companies own computers. Each domain owner decides on which dns servers to use for their domain, they register their DNS servers at the domain registry they bought the domain of, which in turn keeps these tracks at what is called root-dns-servers, which just keeps in mind which ip addresses keeps that particular domains dns records.
