I know its possible but I wasn't sure how to do it. I'm pretty sure this would be the appropriate forum... Oh well. Please respond.

Jaan (or somebody) made a tutorial about how to set up a home server. The main problem is, you have to have the computer on and fully functioning 24 hours a day, quite a feat (and quite an issue for electricity bills). It might be easier just to buy phpforfun's $1 hosting.

I would get WAMP server. That said, you are likely to have issues with your IP address changing unless you pay extra for a static IP. You also run the risk of violating the terms of service of your internet provider.

Oh... I'll do it anyway. And I know how to set up the server, I already have it running and my computer is always on since my dad thinks I'm installing something. Also, I'll probably just get a junky old computer and run the server in my room.

Will it be critical for this to remain up 24x7 (for instance, when there is an ice storm and your power goes out)?

That's what I said - of course, even web hosting services offer only 99.9% or 99.99% guarantees, sometimes even less. In a whole month, that's actually quite a lot of minutes.
