I ame searching for a tutorial/online book for learning how to program a package to give latex more functions. the only tutorial i could find was one that tels you how to make one with the already provided simple latex commands.
but what I ame interested in is making one with more functionallity, can annyone help me with this?

Most tutorials will only show you what already exists, since anything commonly useful is likely to be present already. Reviewing the source code of latex will help as well.
