Yeah I do not think there is a way to do this (border around a map) even with CSS. I tried putting this in the area tag
and it did not work. Some browser did it but I do not remember which one it was. I tried Google Chrome, Safari, Opera, Firefox and IE7, but none showed it so maybe I was wrong on that.

That's JavaScript, not CSS.

What languages are you allowed to use for this project?
If you want, when I get home I might be able to do the border around the image for you? Also, why do you want a border around it?

Adding a border is easy - just open it up in any image editing program. Expand the canvas by double the value you want the border to be, centering the image in both directions. Simply fill the remaining space with the colour you want.
