He can't post links because he doesn't have the required post count. This prevents people, like him, from spamming our forum with links and then leaving.

that rule has of course two sides, but i guess it protects more this way. the other way is that people spam 10 posts to post the link instead, which happens at times as well.but at least intelligent spam bots might be avoided.

True, but then it is easier to spot a spammer and very simple to ban + delete all posts. The 10 point rule makes it easy for real members to achieve while difficult enough for spammers to go elsewhere.
