For the most part, "green" computers are inversely proportional to performance and directly proportional to price. For that reason, I haven't concerned myself with them, so I can't give you much help.
However I have read about Voltaic Systems which allows you to charge/use your laptop using solar energy (but it is above my price range).

But I want to assemble from 4500$ only.If not fully green then also it should be good such that consuming less electricity.
