Ive been looking around for a while on how to get either the Device Instance ID or, more preferably the device and vendors ids of the default video card and sound card in which ever comp runs my program. Can anyone give me a clue? lol been looking long and hard. I prefer to remain in C but if ya got any ideas in any language id be happy lol, its only a small program in windows

You'll have to use the Windows API's to get that information.
