Laptop is Very Very Dead

I'm trying to fix a laptop at work, but the problem it has is completely stumping me. It won't turn on at all. I checked the battery with a voltmeter, and it's charged. Plugging it in won't work, neither does switching batteries or cords. The CMOS battery is fine, and the RAM doesn't do anything. When you press the power button, the battery light flashes almost imperceptibly, then two seconds later the status lights (i.e. caps lock, num lock, power, etc.) flash, and then nothing. No POST beeps, nothing.

I'm working on an IBM Thinkpad A31 with a Pentium 4 and 320 Mb of RAM, probably running Windows 2000, but I don't know since it won't start.

The power supply can still function partially and some stuff will load, but it will get stuck somewhere in the boot process and power down See it a lot at work.

Well, the power supply is integrated into the motherboard, so we're just going to chuck it. And MeTh0Dz, if you want to pay the shipping to send it to Canada, that's great. Otherwise we're going to strip it and chuck it.
