Does anyone know wich language is Rocketdock and Übericon programmed in? And which program is the best for program in that language?

Well I have no idea what programming languages those were made in but I'm pretty sure that most of the latest languages are capable of doing that. Just pick one and start making something, I'm sure most of them will let you create a simple application such as Rocketdock.

Well I would suggest that first of all you have to start and read some articles, I don't know about if you can make something like that with Java.... because that runs on some sort of environment... not direct exe files like other languages.
To install something you need an installer.
I did not try JCreator but there are many free ones out there, like netbeans, I read it's quite good.
And as Java is cross platform I think yes it should work on other OSes, but not sure as I'm not a Java developer myself.

What about C# then? Windows offers this Visual C# 2008 Express for free, and they say that you can create windows app with it. Should I choose that instead? Just to make something clear, I have this idea. I don´t know if it is unique but I have never seen an app like it and I think it may work with a lnaguage that Rocketdock is created in...

Lol If it's going to be like RocketDock then it will not be unique.....
And Yes I think C# will be able to handle such task.

are you trying to create dock applets and widget kind of things or you want to make the application itself?
Java would be too heavy a thing for that! Moreover java applets dont run as process!

I have never said that it would be like rocketdock, just a program that I know probably will work with that same language:)
It will not be a dock app at all, maybe some similar functions but it will not be a dock.

I would start with one of the newer high-level interpreted languages, like Python, Ruby, or even Perl. I started with Python, which, in my opinion, is a great first language (Not a lot of syntax to worry about, and it makes everything easy). Python also has a few good GUI libraries, so once you learn a bit about the language and programming in general, you can start making graphical programs.
My other car return the first item in a list.
