I was wondering if there are some tutorials for solving problems you get at competitions like ACSL and Top Coder. I know there are lots of books but they are usually written for people who already are programmers and wish to learn another language. There is no real problem solving in those books.

Problem solving tends to be taught more in math books, especially those on "Finite Mathematics". Depending on the nature of the problems, having exposure to the underlying concepts (SQL, mathematics, etc) can greatly help.
Programming is a branch of mathematics.
