I heard about this from a friend (who happens to be a L33T PHP programmer) about VS08, and he says it'd be a good tool for me to make my games with. Now I've heard different sides on this sotry. Some say it's done it Visual basic, and some say it's done in C++, and some say it uses Delphi. Could anyone with some insight tell me what it's using so I don't go studying the wrong language before I use it?

If you download an express edition, you download the version for your particular language. I currently have both the C++ and C# ones. It's not so much a tool as an IDE. It'll just help you organise and compile your code.
