Windows CE (Compact Edition) is an OS that can run on the minimal specs, small ram and everything.. ideal for PPC, and WM OSes are based on this.. but Windows CE was originally built for PC's??.. if yes and the kernel is the same it means that a PC can run any WM OS?

I've never heard that it was intended to run on PCs. Where did you read this?

Reading here: Windows CE - Wikipedia, the free encyclopedia - it says it is compatible with x86 so it could run on a normal PC. I still don't think it was intended for a PC though.
