Hi again
I might be looking for someone to create a website with a nice (mostly closed) forum and a front page (and possibly update it on semi regular basis in future)

and also a kind of community/portal website with frames, forum, maybe a newsfeed etc. (again with the possibility of a regular update)

The last one has to look highly professional

Could anyone give me a ballpark figure of how much i should be looking at spending (and the updating fees separately) and offer their services in case I go ahead with it pelase?

There is much OpenSource software that does what you suggest, for the installation of such software, prices may vary from free to $50. However, should you want a custom, closed source software of which you own the intellectual rights - I wouldn't touch the project for anything less than a few hundred dollars.

For professional development, the going rate is somewhere between $20 and $30 an hour, but keep in mind, those professional developers are highly efficient at what they do. Chances are, should you choose someone who charges $10 per hour, the development time will be three times longer, and in the long run you end up with the same bill and crappier/less efficient code.

Custom forum should be in the thousands, it is a lot of hard work. I suggest you buy a commercial forum like vBulletin which has regular updates and most of the security flaws fixed. You can then use a free CMS to wrap it.
