S32 mSize, U32 mTime

Im looking at file with hex editor... for S32 mSize program returned CB 44 00 00 and U32mTime E1 A4 34 47 how do i get readeble size(msize) and seconds since 1/1/1970(mTime) from this hex values? Im new on this forum and dont know almost anything about programming.
