Viewing webcam from client?

Hi, im currently using a TCP/IP to monitor my webcam so that the client will be able to monitor live video from the server side when a button is pressed.The webcam is connected to the server side.

At the moment Im having trouble in writing the code for the client side to send msg to the server to send over the live video.
Im not sure whether do I jus need to write the program in client side?
