I think the best way to spend money on your site is SEO.
I think it's good because, search engine traffic is always the best targeted.

Sort of. I think content is king rather than SEO.

SEO is definitely the best way to market your site, because it's free traffic that is the most valuable. As you said, it's the most targeted, because people are actually looking for you.

Problem is that a lot of people come up with sites with good content. But without sufficient hits, the site won't become popular. The internet is too huge.

Yes... agreed. I have a couple of websites, I worked hard on SEO and one of them got on the first page of google (I did all the SEO) and stayed for a few weeks, but still didn't have too much clicks.
So if you will invest money on SEO, hope you will have success.

Quality content and SEO are only two parts of what you need. You need to fully understand your target market, exactly what they want and where they hang on the net.
Figure that out then go to where they hang and become part of THEIR community and let your signature do the talking.

Yes, I totally agree. First maybe you have to come into the sight of the users, with Google AdWords, for example, which is effective and expensive. And later, people find your content is good, they will search and find you.

The problem I have with PPC besides the cost is the learning curve. A novice can blow their full advertising budget BEFORE they learn how to use PPC to get traffic.
Getting noticed by writing articles for articles directories, ezines in your niche or even exclusive content for a top ranking site in your niche. Most webmasters are looking for fresh, quality content for their sites and some are willing to post your original articles that have your resource box. You will get some rejections but you might find a high ranking site that's open to the idea.

I never thought about that with PPC. It's true though, the time it takes to learn will cost you a fair amount of money, which is essentially just wasted capital.
