Hello,
How can I make a balloon pop-up for words found in a dictionary I create? Similar to the green underlined words found on here?

These are the requirements:

1) It must connect back to me/my server
2) Words that are in my dictionary must be found and underlined (how do they do the double underline?)
3) On mouseover it has a balloon with the dictionary word in it.

Can anyone point me in the right direction?
