When adding my .dll as a reference to Visual Basic I get this error:

A reference to 'C:\programs\r3.dll' could not be added. Please make sure that the file is accessible, and that it is a valid assembly or COM component.

Anyone know how to add this as a reference or use this DLL in Visual Basic 2005?

How are you trying to reference the .dll?
