I was wondering how does someone determine the type of programming for their website?

Depends on what they want to do. If you want to display a static (non-changing) website then CSS and HTML is fine. If you want a dynamic website you will probably use PHP and JavaScript.

It's hard to say what language or "type" websites uses. It's possible to change extensions, and other stuff on the files, though it's a waste of time to do, imho.

I think 43things.com is using Perl, but I'm not sure.
