Currently my company is using an out of the box solution for our portal and we would like to evaluate open source portal software for a possible future project. But we are not an IT company so we do not have expertise in complicated development.

In your opinion, what are the cost implies in open source software? Generally, how much does it cost to hire a developer/consultant/vendor in building a portal using open source software?

Will he code the software? or just build a portal out of softwares?

Basically we need someone who can code and advise us on open source software that we might use.
