On one of my PC's I have a Intel Pentium 4, Can I go to a duel core or would I have to buy a new mother board?

That depends on the capability of your motherboard, but most likely you will have to buy a new one.

If you have Windows XP you will have to format and re-install your system, or you are most likely to have problems if you change your CPU.
