First you have to have a server, and a domain.
These can be purchased many places on the internet, so just search for one.

After that, you have to make a HTML-page, which you can upload to the server, and then your page can be seen world wide.

A short explanation, but see what you can get out of it.

This - W3Schools Online Web Tutorials - maybe helps you with the HTML-part.

If you are going to share this HTML page with your friends, therefore it's not a serious thing, then just use free web hosting and a free sub domain, or a free URL forwarding service.

Indeed, if you are not for a large audience, use a free website host and free domain.

Some of the more well-known free hosts are Freewebs, Geocities and Tripod, but you can find a more comprehensive list on freewebsiteproviders.com, which has a handy search feature to pinpoint hosts that have your needs.

You can get a free .co.nr or .tk domain, to name a few.
